Performance Issue When Altering S_WFA_INST_PROP Table During PostInstallDB After Applying 22.7 Update (Doc ID 2932310.1)

While executing PostinstallDb utility against the database after generating the SQL files using Defer-Generate DDL Files only option from the installer there is observed a performance issue.

It was determined that the faulty SQL required 2 hours to execute in order to alter S_WFA_INST_PROP table from LONG_VAL to CLOB:

generate_schema.ddl:

Executing all the other scripts from generate_schema.ddl excluding the above-mentioned SQL takes around 3-4 minutes to execute.

The issue can be reproduced at will with the following steps:
1. Stop all Siebel services.
2. Perform update installation to 22.7.
3. Generate generate_schema.ddl from the installer using Defer-Generate DDL Files only option.
4. Execute PostInstallDB utility.
