Automatic Delivery To INT_SIEBEL_UPDATE Shows Failure After Repository Upgrade

Information in this document applies to any platform.
After reviewing the workspaces created by RepositoryUpgrade it is observed that the automatic delivery from dev_siebel_update_xx to int_siebel_update shows failure, however the corresponding logs state the successful execution.
The issue can be reproduced at will with the following steps:
1. Perform update install from 21.3 to 22.8.
2. Execute PostInstallDB setup.
3. Login to Siebel Tools/Webtools.
4. Create dummy workspace under MAIN/LATEST.
5. Execute the Repository Upgrade.
Execute RepositoryUpgrade in 22.8.
