On : 22.9 version, Siebel Workflow

After running a "Full Compile into SRF" in Siebel Tools, when trying to deliver a Workspace after a workflow modification, the error below seen:

siebdev.log:

The issue was reproduced in the customer's environment with the following steps:

1. Open Siebel Tools and run Full Compile to SRF (Tools > Compile Projects)
2. Kill the siebdev.exe process from Windows Tasks after 5 hours
3. Create a dev Workspace and modify the WF Process
4. Try to Deliver the WS
