No Scrollbar in WebTools Workspace Explorer

Symptoms
In WebTools when user in the Workspace Dashboard, not able to scroll the center panel that shows all the deliveries that have been made to the workspace. In the left and right columns on the bottom of the page, we can see the Record Navigation buttons. But in the center column, don't see those Navigation buttons or scrollbar.
STEPS
-----------------------
1) Login to Webtools
2) Click on Workspace explorer.
3) See that no scrollbar in middle frame.
4) No Next or Previous button either.
