All Custom JAR And Custom Configuration Files In LIB Directory Were Deleted After A Monthly Update Is Applied

Symptoms
After applying 23.1 Monthly Update on top of 22.3 all the custom configuration and custom jar files were deleted.
The issue can be reproduced at will with the following steps:
1. In 22.3 created some *.jar files related to JMS/Tibco functionality under the below location:
/ses/applicationcontainer_internal/webapps/siebel/WEB-INF/lib
2. Perform some changes to the web.xml file under
/ses/applicationcontainer_internal/conf
/ses/applicationcontainer_internal/webapps/siebel/WEB-INF
3. Stopped Siebel Application/Gateway and Tomcat services
4. Performed monthly update from 22.3 to 23.1
5. After completion of installation, all custom *.jar files were deleted from /ses/applicationcontainer_internal/webapps/siebel/WEB-INF/lib and no backup was taken under /ses/mde_backup
