Symptoms
When attempting to run database upgrade on Production mode from IP13 to 23.1 it fails when trying to execute the "Import Siebel seed data" with the following errors in the log file below
The issue can be reproduced at will at the customer's environment with the following steps:
1. Have the development environment upgraded from 8.1.1.11 to 23.1
2. Generate the custrep.dat and DDL files for the Siebel database upgrade on Production mode
3. Execute the database upgrade Production mode on 23.1 environment that is using IP13 8.1.1.11 database schema
4. The above error is encountered when running the "Import Siebel seed data" step
