Symptoms
Post deploying new Siebel 23.3 instance (gateway, enterprise and Siebel server), new diccache.dat file not generated. For the POC purpose, installed new Siebel 23.3 binaries as fresh installation pointing to old Siebel database version that is 20.1 Siebel database. This instance is installed on same machine where already 20.1 Siebel instance is running. Post deploying gateway, enterprise & Siebel server with 23.3, SRBroker & SRProc components is terminating and diccache.dat not generated.
STEPS:

The issue reported with the following steps:
1. Install new database by closing existing 20.1 Siebel database
2. Install 23.3 Siebel binaries on same machine in new folder path with different user. Installation instructions: Installing Siebel CRM
3. Configure Siebel 23.3 instance: Configuring Siebel Modules
4. Start Siebel server
