The Process Of Component SiebelRestCompIntMgr Exits With Error - Exception Code 0xffffffff08 In Siebel IP 2017+

Symptoms
Excessive crashes reported on Siebel Server for Siebel Rest Proxy Object Manager (component alias: SiebelRestCompIntMgr, component group: EAI) after Siebel upgrade to Siebel IP 2017 or newer release.
The issue can be reproduced at will with the following steps:
1. Upgrade Siebel pre-IP 2017 to Siebel IP 2017 or newer release;
2. Start Siebel services; After two minutes, the SiebelRestCompIntMgr component is starting to crash.
The evidence of the crash is written in Siebel Enterprise.Server log as shown below:

For each crash event is generated one fdr file with the following output:
The process of SiebelRestCompIntMgr exits after two minutes and this behavior continue to repeat endlessly, leading to the outage of Siebel Server service.
Changes
Upgrade Siebel pre-IP 2017 (like Siebel IP 2016) to Siebel IP 2017 or newer release.
