Simulate button is not present in Siebel Webtools to Process Tasks (Doc ID 2956012.1)

When trying to simulate a task object using Webtools Simulator, for some reason the simulator button is missing as shown below:

Steps to reproduce the issue:

1. Login into Webtools.

2. Create a new Workspace.

3. Go to Task Object.

4. Edit a Task.

5. Webtools Simulator button is missing.
