Why Are There Two Records in Siebel Tools Screens Application Upgrader Menu Item After the Repository Merge?

Goal
Siebel Database Upgrade (IRM) is being executed. The repository merge failed with error: Specified driver could not be loaded due to system error 8: Not enough memory resources are available to process this command. (Siebel Oracle90, D:\Siebel\tools\bin\seor827.dll).
The machine where the repository merge was executing was rebooted and the upgrade / upgrep resumed. The second time the repository merge was executed it ran successfully.
By checking the Merge Conflicts in Siebel Tools > Screens > Application Upgrader, there are two merge related records. One record with status "incomplete" and the other is "complete". The complete record shows many errors.
Why are there two records and the complete one contains errors?
