Comments are getting lost on all Workflow objects after running the WFCleanup utility

All the Workflow objects comments got updated with different numbers/Text based on the Siebel version.

Distinct comments got updated in 23.5:
0,1,3,8
0,3,9
0,3
0,2,3
0,3,8

Distinct comments got updated in 23.1:
'If more than one active in completed status, keep only one active'
'If more than one active in IN_PROGRESS status, keep only one active'
'If one IN_PROGRESS and one COMPLETED, keep only IN_PROGRESS one'
'Name = proc_name if only one version exists in a ws'
'MAKE NOT_IN_USE AS INACTIVE'
'Update the PROC_NAME=NAME of all inactive records'
'Update the NAME = PROC_NAME, only if not duplicate on PROC_NAME, WS_ID, WS_OBJ_VER'

 
The issue can be reproduced at will with the following steps:
1. Connect to the Siebel 23.5 Database and take a backup of table S_WFR_PROC
