After Update to 23.4 Siebel, the Production Migration Application Generates Incomplete Watermark (less than 1 KB) (Doc ID 2958486.1)

Symptoms

After updating production environment from 21.12 Siebel to 23.4, when trying to perform IRR from Dev to Prod,  the Siebel Migration Application generates a watermark of just 1 KB.

Also, the 'Checksum Watermark' section is missing and there is no watermark log under FS\migration\null\log.

The issue is occurring only in Production environment and only after patching from 21.12 to 23.4.

Before that, the watermark size used to be 459 KB and it is still the same size in other environments unaffected by the issue.

After decoding the 1KB watermark in Base64, the output looks like this ( no 'Checksum Watermark' section):

The issue could be reproduced with the following steps:
 
1. Applied 23.4 patch in Production environment successfully.

2. Login to Production environment Siebel Migration Application.

3. Press the " Watermark" icon to generate watermark for IRR migration.

4. The watermark is generated with only 1 KB size.

5. While checking the FS\migration folder, it was observed that no watermark log is generated under FS\migration\null\log
