Siebel 23.6 Update - RepositoryUpgrade Step is Failing with Error "SBL-DBC-00110" In Non-Unicode DB Environment

Symptoms
RepositoryUpgrade step is failing with Siebel 23.6 in non-unicode DB environment. Siebel binaries are updated from 23.5 to 23.6 and PostInstallDBsetup completed successfully. While running RepositoryUpgrade, it is failing with error:

Updating object: Symbolic String Locale 'ARA-STD' of Symbolic String 'SBL_WT_WIZARD_NEW_WS_LABEL' of Project 'Symbolic Strings'
-> set 'String Value' = 'معالج استيراد WSDL/JSON'
Rolling back transaction for all changes ...
!!ERROR::Die Zeichen 'معالجستيرد', die in die Spalte 'String Value' eingefügt werden sollen, sind nicht mit dem Zeichensatz der Serverdatenbank kompatibel.(SBL-DBC-00110)--
Es wird keine Transaktion ausgeführt(SBL-DAT-00473)

The issue can be reproduced with the following steps:
1. Install Siebel update from 23.5 to 23.6
2. Run PostInstallDB
3. Run RepositoryUpgrade, it is failing with an error
