AI Profile deployment fails on the new Installation of Siebel 23.5

The issue can be reproduced at will with the following steps:

1. Install new Siebel 23.5 on new servers.

2. In SMC create new AI profile and deploy.

3. There are no errors displayed in SMC but the AI profile deployment fails. Also there are no specific errors noted in the Siebel logs.

5. Enabled log levels On AI and Tomcat as below:

- Log into SMC > Profiles > Application Interface > select the application profile being used > Logging section > set everything to "Debug" level.

 6. Bounce the enterprise using below sequence:
- stop Siebel servers
- stop application containers (AI, GTWY and Siebel servers)
- stop gateway

- start gateway
- start application containers (AI, GTWY and Siebel servers)
- start Siebel servers
