Unable To Siebel Server Due to SBL-SCM-00018 Error Found In the SiebSrvr.log File (Doc ID 2970457.1)

Siebel Server is not coming up after restarting the Application Container internal, and it is not possible to login to srvrmgr either.

In the srvrmgr.log file located under the siebsrvr/log directory the following error can be found:

SBL-SCM-00018: Could not open connection to Siebel Gateway configuration store (hostname.fqdn:TLS_port_number).

In the cloudgateway.log file, located under applicationcontainer_internal/logs directory the following can be found:

"Authentication failed for user sadmin" in the com.siebel.opcgw.cloudgateway.CGReqService.

Customer has tried the steps in the following document to no avail:

1. Install 23.5 Monthly Update on top of 22.9
2. Restart the whole Siebel application
3. Try to bring the Siebel application up, the Siebel Server does not start
4. Follow the steps on the Doc ID 2949040.1 to set the without encryption on registrypassword parameter
5. Restart the Application Container internal
6. The gets upgraded to encrypted registrypassword parameter
7. srvrmgr login does not work as reported above
8. Siebel Server does not start as reported above


Install 23.5 Monthly Update on top of 22.9
