CPU Is Not Getting Released In Case Server Is Restarted During Business Hours In Production Environment (Doc ID 2970943.1)

Symptoms

During the business hours if servers are restarted  servers are hitting 100% cpu. It is nothing specific to single server or specific to process / component , its across the servers . If single server is restarted , that server will hit 100% cpu . 

If servers are restarted off business hours , this issue does not occur .

Pstack has collected for multiple components like Workflow , AOM . All are having identical stack as shown below . 

 

 

 Replication Steps:

-1. Restart the servers during business hours 

-2. Monitor the CPU
