Siebel Web Tools - New Object Wizard fails with errors SBL-BPR-00530 and SBL-BPR-00235 (Doc ID 2972452.1)

Symptoms

Using 'New Object' wizards and keep following errors in UI:

SBL-BPR-00530: An internal error has occured while handling the following exception. The current task has been canceled as a result.
SBL-BPR-00235: A Workflow Monitoring Level was not found.

Siebel Web Tools Logs: SWToolsObjMgr_enu_xx.log
Verified following errors and SQL statement fetching 0 rows:

The issue can be reproduced at will with the following steps:
1. From Siebel Web Tools
2. Click on New Wizard
3. Try create a new Integration object
