Promote Many Functionality Failed with Error "SBL-EAI-04390" if Address Already Exists (Doc ID 2976689.1)

Symptoms

Promote Many functionality not working if the Contact address already exists in Siebel. This issue is happening only when users are promoting many prospects using addresses. Similar addresses already exist in the db (more than one addresses having only difference in ADDR_LINE_2).

Below error reported in workflow process manager log

EAISiebAdpt EAISiebAdptErr 1 000000f6649a7398:0 2023-06-27 13:34:51 [0] Multiple matches found for instance of integration component '<?>' using search specification '<?>' in the business component '<?>', based on user key '<?>'.(SBL-EAI-04390) (IDS_ERR_EAI_SA_MULTIPLE_MATCH)

The issue can be reproduced at will with the following steps:

1. Login to Siebel with TEST1 User credentials
2. Navigate to Contacts -> All contacts
3. Select one contact from Contact Form applet and select "Address" MVG
4. Click on "+" from Contact Address
5. Enter below details
Address Line1: Personal Street Address
Address Line2: test
City: Personal City, State:AK
Then save record
6. Logout and Login back to application using SADMIN credentials
7. Navigate to List Management
8. Create 2 Prospect records with below details
LN : TestLN13, FN: TestFN13 , Address:Personal Street Address, City: Personal City, State:AK
LN : TestLN14, FN: TestFN14 , Account: TestAccount, DUNS#:123456, Address:Personal Street Address, City: Personal City, State:AK
9. Select newly created 2 records and perform "Add to List" and add to "Test List1"
10. Navigate to List view and drilldown on "Test List1"
11. Pick 2 records and perform Promote Many
