Deleting testscripts leaves orphan test step records behind.

The issue can be reproduced at will with the following steps:

1. Access the Siebel Application.

2. Navigate to Test Scripts.

3. Create a Test Script.

4. Create a Test Script Step.

5. Delete the Test Script created.

No changes were performed on the environment.
