When attempting to install the Oracle Database Client the installer window shows up but then suddenly disappears:
The issue can be reproduced at will with the following steps:
1. Uninstall the existing Database Client.
2. Download and extract Database client content from Siebel installation media.
3. Run setup.exe As Administrator.
Install new version of Oracle Database Client.
