Oracle Database Client Setup File Not Executing After Extracting From Siebel Installation Media (Doc ID 2980072.1)

Symptoms

When attempting to install the Oracle Database Client the installer window shows up but then suddenly disappears:


The issue can be reproduced at will with the following steps:
1. Uninstall the existing Database Client.
2. Download and extract Database client content from Siebel installation media.
3. Run setup.exe As Administrator.

Changes

Install new version of Oracle Database Client.
