Promote Many Functionality Failed with Error "ORA-00001" if the Contact is Associated with DUNS NUM

Symptoms
On : 22.6 version, Siebel Marketing
Promote Many functionality not working for the Contacts with DUNS NUM due to that Prospects are not converted as Contacts. Workflow Process Manager Log contains below error while issue occurred.
ORA-00001: unique constraint (SIEBEL.S_CONTACT_U1) violated ORA-06512: at line 43
SBL-DAT-00381: A record that contains identical values to the record you have created already exists.
SBL-DAT-00382: The same values for 'Person UId, Primary Organization' already exist. If you would like to enter a new record, please ensure that the field values are unique.
The issue can be reproduced at will with the following steps:
- Navigate to Sitemap - Go to D&B Screen.
- Go to D&B Accounts List Create a D&B Account with Duns#.
- Navigate to List Management Screen -> Prospects.
- Create 2 new Prospects and associate earlier created Duns#.
- Select 2 newly created Prospects and Click Add to List
- Create a new List and Add the records.
- Go to Lists.
- Query for the List we created.
- Drilldown Lists Navigate to Child Applet List Contacts and Prospects.
- Multi Select the added Prospects in the list Click Promote Many Button
- Create 2 more Prospects by following Steps 3-9 with same Duns#
- Multi Select the added Prospects in the list Click Promote Many Button
