Symptoms
Currently createProcedure_DB390.sql script is not being executed during the Siebel PostInstallDBSetup execution
The issue can be reproduced at will with the following steps:
1. Install the Siebel Update
2. Run the PostInstallDBSetup during the Siebel Update installation (binaries) or run it manually
3. Review the set of PostInstallDBSetup logs under the SIEBEL_HOME/siebsrvr/log folder.
