Business Component Field Validation With "IS NOT NULL" Is Not Working For NewRecord/Save An Existing Record Which Has No Value In Field (Doc ID 2983334.1)

Symptoms


"IS NOT NULL" Field validation is not Working for New record or Save Existing Record which has Field Value blank

The issue can be reproduced at will with the following steps:
1. Login to Siebel Tools/Web Tools
2. Create Dev Workspace
3. Query for Opportunity Business Component
4. Query for Field Description and Update the Validation property value to IS NOT NULL


5. Login to Siebel Application
6. Open Dev Workspace in which the changes implemented
7. Click on Inspect
8. Navigate to Opportunities screen ==> Opportunities List
9. Create New record, Provide any name and save the Record
Validation Message is not displayed
8. Save any Existing Opportunity on which the Description is Blank
Validation message is not Displayed
9. Take any Opportunity record which has value in Description
10. Remove the Description Field Value and Save the Record
It is throwing the Validation Message
