Users Added In Assigned To Field On A Site Visit Are Remove Except Primary Record

Symptoms
After adding more users in Assigned To field on a site visit / trip report, on saving the record all the users are removed except the primary assigned to user.
The issue was reproduced in 23.7 version with the following steps:
1. Create a new site visit record
2. Add 2-3 additional users in 'Assigned To' field
3. Open Reviewer pick applet and select the reviewer
4. Save the record
5. Open 'Assigned To' field
6. All the users added are removed from Assigned To except primary
