Marketing Contact Import using PL/SQL is not Importing any Records

Symptoms
The standard Marketing Import process is working as expected. Steps were then followed from the documentation to enable Marketing Contact Import using PL/SQL. However, when executing the import job using PL/SQL database import, the workflow completes but no records are imported and there are no exceptions.
The issue can be reproduced at will with the following steps:
1. Enable Contact Import using PL/SQL following the documentation:
Marketing Installation and Administration Guide > Installing and Administering Siebel Marketing > Installing Marketing Contact List Import Using PL/SQL

2. Navigate to: Administration - Marketing > Import, and create a new import job with object as 'Contact'
3. Execute the job by clicking the 'Database Import' button (not the 'Activate' button, which will invoke the standard process)
4. Monitor the progress in the 'Job Status' tab. The workflow will go to Complete status, but no contact is imported
Due to this issue, Contact Import using PL/SQL is not working.
