Symptoms
When attempting to invoke an inbound webservice from Fusion middleware or SOAP UI, the following response is being returned instead of a valid response message from Siebel.
Middleware received a response message:

To reproduce the issue, follow these steps:
1) Launch the SOAP UI tool and import the vanilla inbound webservice 'Siebel Account' WSDL file.
2) Update the request payload with values.
3) Click on the run button.
