Symptoms

When attempting to log in Siebel Public Sector, after upgrading Siebel using the OCI Upgrade Factory from 8.0 to 23.9,
the following error is displayed on the screen: Also, the home page is not being displayed, and the customizations are not present in the new Siebel Repository.

The DLL 'ssmsgbcstbc.dll' could not be loaded.(SBL-DAT-00170)

The following steps were executed:

1. Run OCI Upgrade Factory (see details in Siebel Database Upgrade Guide > Siebel CRM Upgrade Factory).
2. Try to access the Public Sector component after the upgrade and it fails (open a browser window and run the Public Sector url https://<hostname>:<port>/siebel/app/publicsector/enu).
3. Besides the dll error, no custom objects are present in the repository.

Changes

Siebel database was upgraded.
