Siebel repositoryupgrade.exe Utility is Re-executing Changes Done in Previous repositoryupgrade.exe Runs (Doc ID 2990860.1)

Symptoms

The recent Siebel monthly update was installed in the Development environment. The last time Siebel was updated, a few months ago, the repositoryupgrade.exe utility was executed successfully, but a few workspace merge conflicts had to be manually processed.

After the current Siebel update was installed, repositoryupgrade.exe was processed to implement new features introduced since the last time the utility was run.

However, repositoryupgrade.exe is processing changes introduced a couple of years ago that are already implemented in this Development environment.
 
The following steps were executed:

1. Months before this current update installation: Install Siebel monthly update. See instructions in Siebel Installation Guide > Overview of Installing Siebel CRM > Roadmap: Installing Siebel CRM in an Update Installation Case (Existing Installation of Siebel CRM 17.x or Later).

2. Process the repositoryupgrade.exe utility. See instructions in Siebel Database Upgrade Guide > Upgrading the Siebel Database > RepositoryUpgrade Utility

3. Install this month's update to keep Siebel current.

4. Repositoryupgrade.exe is executed, and instead of processing the changes since the last time it was run, it is processing changes already added to Siebel by previous repositoryupgrade.exe executions.

5. The following command was executed:

<siebel-root>\bin\RepositoryUpgrade.exe -s <ses-root>\siebsrvr -t SIEBEL -u SIEBEL -p <password> -o <odbc-connection> -d Oracle -y SADMIN -z -r "Siebel Repository" -g ENU -w <another language>  -c SSE_ROLE -9 <parent-integration-workspace -b <tablespace for tables> -x <tablespace for indexes>
