Issue With DTYPE_NUMBER Fields With Higher Values Being Defaulted To -21,474,836.48

Symptoms
When trying to save a simple DTYPE_NUMBER field, that value is defaulted to -2147483648 if it's greater than 2147483648.
This can be reviewed in the AOM logs when simulating this:
10. Login to CallCenter.
11. Click on Cube Icon and select dev_sadmin_createbs workspace.
12. Inspect the workspace.
13. Go to siteMap -> query 'simulator' -> click on Business Service -> Simulator
14. In 1st applet provide the bs name -> 'testBS', and the method (defined in the code) -> 'Test'.
15. Run the simulation.
