Symptoms
While applying Siebel CRM monthly patch update 23.12 on top of 23.3, installation failing errors "ERROR:: Exception occurred during installation" and also PostInstallDBSetup failing With Errors "Exiting the program with return code : 6"
Errors identified from PostInstallDBSetup_*.log

Error identified from installActions*.log
Exception Name: IOException2
Exception String: Error in writing to file 'F:\sba81\jre\1.8.0\bin\server\jvm.dll'. [F:\sba81\jre\1.8.0\bin\server\jvm.dll (The process cannot access the file because it is being used by another process)]
Exception String: Error in writing to file 'F:\sba81\jre\1.8.0\bin\java.dll'. [F:\sba81\jre\1.8.0\bin\java.dll (The process cannot access the file because it is being used by another process)]
Exception String: Error in writing to file 'F:\sba81\siebsrvr\BIN\prunsrv.exe'. [F:\sba81\siebsrvr\BIN\prunsrv.exe (The process cannot access the file because it is being used by another process)]
The issue can be reproduced at will with the following steps:
1. Stop Siebel gateway/Application/Tomcat and Application interface services
2. Apply the 23.12 update on top of 23.3
3. At the end of the installation it fails with "ERROR:: Exception occurred during installation"
4. Postinstalldbsetup step also errors
