Symptoms

Enterprise deployment in Siebel Management Console is shown in red:

Deployment log shows below information from cfgtoollogs\cfg\config_<timestamp>.log:

The issue can be reproduced at will with the following steps:
1. Perform migration installation of 23.11 on top of 16.19.
2. Create and configure Siebel Gateway.
3. Create enterprise profile
4. Deploy enterprise profile.
