Symptoms
While executing PostInstallDBSetup Manually on Siebel 23.12, it's failing to execute the odbcsql.exe while running test_login_tblo.sql.
PostInstallDBSetup_<timestamp>.log has the following error messages:
The issue can be reproduced at will with the following steps:
1. Apply Siebel 23.12 on top of 23.8
2. Execute the PostInstallDBSetup utility manually.
3. Verify the PostInstallDBSetup_<timestamp>.log.
