Siebel Outbound Web Service Calls Intermittently Failing With SBL-EAI-04116 Error + 'The Action Must Be Retried', Code: '12032' (Doc ID 2999953.1)

On a Production environment it was found that one Outbound Web Service fails intermittently with the error below.
When retrying, it works without any problem. This seems to be seen rather on the first attempts to login to the application.

ObjMgrLog Error 1 00028f59654165ee:0 2024-01-13 13:01:24 (httptransport.cpp (1860)) SBL-EAI-04116: HTTP Internet Exception during 'Data Send': 'The action must be retried
', code: '12032'

The steps to replicate this in that specific environment were:

1. Navigate to Business Service (BS) Simulator screen;
(OR alternately - trigger a WorkFlow that would invoke that Web Service call at some point)
2. Select / Add the required details for BS and input as needed;
3. Run that and see the error message returned in logs and UI;
4. Repeat the same outbound call - and see that now completing fine on next retries.
