Siebel 23.10 - RemapAllTransientBCFields=TRUE not Working

Symptoms
Customer moved from 22.6 to 23.10 Tasks are now part of workspace;
Customer set RemapAllTransientBCFields system preference = TRUE but when field length is changed, column associate to the field is not updated as described on Siebel CRM Update Guide and Release Notes>Special Configuration Instructions for Release 23.10>Instructions for 35184785
The issue can be reproduced at will with the following steps:
1. Set RemapAllTransientBCFields system preference = TRUE
2. Login to siebel tools and in a developer workspace try following changes:
No changes happens to column assigned to the modified field.
