Siebel Cloud Manager: Getting Error "executable oci not found" following steps to apply Siebel Monthly Update (Doc ID 3001272.1)

Symptoms

After following steps to installing last siebel 24.1.0 update environment deployed via Siebel Cloud Manager getting errors when trying to execute kubectl commands.

# kubectl get po
Unable to connect to the server: getting credentials: exec: executable oci not found

The issue can be reproduced at will with the following steps:
1. Apply 24.1.0 steps on Installing Siebel Monthly Update in a Siebel CRM on OKE Environment Deployed by SCM

2. Try step "Watch out for the successful completion of postinstalldb kubernetes job"

3. Not able to access k8s clusters and execute kubectl commands as above errors is seen
