Task Deactivated After Patching And Only Displayed in Siebel Tools, Not in Web Tools

Symptoms
After installing a Patch Update, the 'ABC Update Contact Task' has been deactivated in the Production and Development environments. This was causing the Task not to be found.
Attempts to reactivate it in Siebel Tools, including creating a new Dev Workspace and locking the relevant Project, the Task remained read-only and could not be activated (Inactive = N).
From Siebel Web Tools, the Task was not even displayed.
The issue was reproduced with the following steps:
1. Apply the patch update to the Siebel CRM environment.
2. Open Siebel Tools and open a Dev Editable Workspace.
3. Locate the affected Task.
4. Try to reactivate the Task by unchecking the Inactive flag - Task is read-only and not modifiable.
5. Open Siebel Tools and in Tasks try to locate the affected Task - It is not found.
