Post Siebel upgrade from 8.1 to 23.11, when attempting to execute the method “LoadCfgUIService” from the service “Cfg Web UI Service Loader”, the following error occurs:


The issue can be reproduced at will with the following steps:


1. Perform Siebel upgrade from 8.1 to 23.11 release.
2. Invoke method “LoadCfgUIService” from the service “Cfg Web UI Service Loader”
3. The reported error occurs.
