After 24.1 Update, TRK Object Managers Are Showing 'Server Busy' Error (Doc ID 3003548.1)

Symptoms

After updating from 23.2 to 24.1 Siebel, users are unable to login to the applications in TRK language.
 
Errors are seen in AOM logs:

ObjMgrSRFLog Warning 2 0000000965b9497b:0 2024-01-30 19:28:18 (objdef.cpp (18816)) SBL-DAT-00144: 'Screen' named 'System Administration Screen' not found. This object is inactive or does not exist.

The issue can be reproduced at will with the following steps:
1. Patch to 24.1 successfully by updating binaries and running PostInstallDbSetup for ENU and TRK.
2. ENU object managers are coming up fine, while TRK object managers are showing 'Server Busy' error.

Changes

 Patch update from 23.2 to 24.1 Siebel.
