After 24.1 Update, TRK Object Managers Are Showing 'Server Busy' Error

Symptoms
After updating from 23.2 to 24.1 Siebel, users are unable to login to the applications in TRK language.
Errors are seen in AOM logs:

The issue can be reproduced at will with the following steps:
1. Patch to 24.1 successfully by updating binaries and running PostInstallDbSetup for ENU and TRK.
2. ENU object managers are coming up fine, while TRK object managers are showing 'Server Busy' error.
