ALt+Enter (Run Query) Does Not Requery When Multi-Tab Is Enabled (Doc ID 3004485.1)

Symptoms

The keyboard shortcut Alt+Enter is not working anymore after updating to Siebel 23.12.

The issue can be reproduced at will with the following steps:
1. Log into Siebel in two different sessions. Please refer to: Siebel Configuring Siebel Open UI > Customizing Siebel Open UI > Configuring Multiple Tab Browsing
2. In both sessions:
a. Navigate to the Contacts tab
b. Query for a contact (the same contact in both sessions) and drilldown on the record.
3. In the first session, edit any field for the contact and save it.
4. In the 2nd session, execute the shortcut keys Alt+Enter.
5. Notice that the record is not updated with the changes made in step 3.
