SBL-UIW-00138 Is Received When Attempting To Login To Siebel Tools (Doc ID 3005104.1)

Symptoms

When attempting to login to Siebel Tools it fails with the following error:

Failed to load user preference file 'D:\Siebel\Tools\bin\SADMIN&Siebel Tools.spf'(SBL-UIW-00138)

If the mentioned .spf file is deleted it is possible to login but then when attempting to create an integration workspace the following error is received:

Workspace cannot be created because there was error in seedcopy, Please refer to logs created in your BIN folder.(SBL-DAT-60325)

In the siebdev.log file the following error is found:

ObjMgrLog Error 1 0000000265ce72d0:0 2024-02-15 19:26:02 (modpref.cpp (1071)) SBL-DAT-00804: SavePreferences: D:\Siebel\Tools\bin\SADMIN&Siebel Tools.spf: Failed to open preference file. Error Info = 13.

STEPS

1. Try to login to Siebel Tools
2. The SBL-UIW-00138 error mentioned above is received
3. Delete the mentioned .spf file
4. Login to Siebel Tools
5. Try to create a new integration workspace
6. The SBL-DAT-60325 error mentioned above is received
