Symptoms
When attempting to execute ugprep the following error occurs within the Database Server Configuration Wizard - "Database User Name authentication" step:
The issue can be reproduced at will with the following steps:
1. Install binaries.
2. Perform upgrade prerequisites.
3. Start Upgrep wizard.
