Unable to Login To Srvrmgr Command-Line Utility After Switching To Disaster Recovery (DR) Environment - Error: "Fatal error (2555922): Could not open connection to Siebel Gateway configuration store" (Doc ID 3005911.1)

Symptoms

When attempting to perform Disaster  Recovery (DR) testing Siebel Application is connected to Secondary Database, the Siebel Application is not working.
It is possible to connect the Database with SQLPLUS from Siebel, but it is not possible to connect srvrmgr as it fails with the following error message:

Connecting to Gateway:hostname:port_number
Fatal error (2555922): Could not open connection to Siebel Gateway configuration store (%1:%2)., exiting...

Everything works fine when connected to the Primary database.

STEPS

1. Switch over to DR environment
2. Bring the Siebel environment up
3. The Siebel Server does not start
4. Try to connect to srvrmgr, it fails as reported above
