Connection to srvrmgr Command Fails With "SBL-SEC-10009: The requested operation has been rejected by the authentication server (such as DBMS or LDAP server) due to insufficient rights." (Doc ID 3006517.1)

Symptoms

When trying to access the server manager with a new user (for example, BATCH_ADMIN) and responsibility (for example, Server Manager Administrator) that was created for srvrmgr command operation, login to server manager with the new user failed and below errors were seen in server manager command prompt (or srvrmgr.log):

SBL-SEC-10009: The requested operation has been rejected by the authentication server (such as DBMS or LDAP server) due to insufficient rights. It is most likely that Siebel authentication subsystem or the authentication server is not configured properly. Please contact your system administrator for assistance.


The issue can be reproduced at will with the following steps:

1- Create a new user, for example BATCH_ADMIN in the database.
2- Create a new employee (BATCH_ADMIN).
3- Create a new responsibility (Server Manager Administrator).
4- Associate the responsibility (Server Manager Administrator) to the employee (BATCH_ADMIN).
5- Add the responsibility (Server Manager Administrator) to Name Server Admin Role (NSAdminRole) parameter for ServerMgr component.
6- Restart Siebel environment.
7- Attempt to connect to srvrmgr as BATCH_ADMIN using server manager command as below and see if it connects:

srvrmgr -g gateway1 -e enterprise1 -s server1 -u BATCH_ADMIN -p pwd
