Siebel Cloud Manager (SCM) Shift Migration Payload Fails To Move All Files From OCI Bucket And CM Container Logs Show "The shell action failed to execute in the expected time frame" Error

Symptoms
Siebel Cloud Manager (SCM) Deployment shift payload does not continue post shift-siebel-fs stage and not all the artifacts bundled in shift matches with the actual file system lifted from on-premises. When the shift payload fails, below errors can be seen in the container logs:
The payload execution will show below wherein "Shift Siebel file system to OCI FSS" will show "passed" and payload will not progress further.

The issue can be reproduced at will with the following steps:
1. Perform Siebel Cloud Manager (SCM) Lift & Shift using Deploying Siebel CRM on OCI using Siebel Cloud Manager
2. Choose file system and capture the file system artifacts into the bucket
3. Execute the shift payload and check to see if the payload moves all the file system artifacts.
