Siebel Mobile Offline Extreme Slowness While Going Offline Mode, New Records Creation, And Navigations Between Screens (Doc ID 3014452.1)

Symptoms

Siebel Mobile Offline 24.1 has extreme slowness when going offline mode. Going Offline takes 1000+ seconds and navigation takes more than 25+ seconds to 40 seconds

Slowness identified from SalesmObjMgr_*.log file

ObjMgrBusServiceLog InvokeMethod 4 0000005565ef5b18:0 2024-03-11 15:19:35 Business Service 'Disconnected PUI Service' invoke method 'GetOfflinePackage' Execute Time: 1310.734 seconds.


The issue can be reproduced at will with the following steps:
1. Create a Sales Mobile Administrator, assign SHCE Sales and Service views, and add TEST01 user
2. Perform Database Extract to "MOBILE-TEST01" user
3. Connect to an Android/iOS device launch Siebel Mobile Application and enter the URL

4. Login with TEST01/TEST01
5. Wait for the 2nd notification alert "Data ready for download"
6. Click the Airplane icon to go offline(disconnected mode)
7. Observed that going offline takes more than 30 minutes
