SRBroker And SRProc Components Are Failing To Start Due To "Unable To Get Schema Version" Error (Doc ID 3021501.1)

Symptoms

Siebel Server service is failing to start.

In EnterpriseServerName.SiebelServerName.log the SRBroker and SRProc processes are terminated during startup sequence: 

ServerLog ProcessCreate 1 <date> 12:16:53 Created multithreaded server process (OS pid =  <Process ID> ) for SRBroker

ServerLog ProcessCreate 1 <date> 12:16:58 Created multithreaded server process (OS pid =  <Process ID> ) for SRProc

. . .

ServerLog ProcessExit 1 <date> 12:17:12 SRBroker 428846 TERMINATED Process  <Process ID> was terminated

ServerLog ProcessExit 1 <date> 12:17:22 SRProc 428871 TERMINATED Process  <Process ID> was terminated

The log directory location on Windows is SIEBSRVR_ROOT\log. The log directory on UNIX is SIEBSRVR_ROOT/enterprises/EnterpriseServerName/SiebelServerName/log.

In SRBroker.log and SRProc.log from Siebel Server log folder is written the following error:

Unable to get schema version.
Please verify that you have specified the correct Table Owner (SIEBEL) and you have select access to the S_APP_VER table.
GenericLog GenericError 1 <date> (srpdb.cpp (1000) err=2097168 sys=0) SBL-SRM-00016: Unable to initialize the Database environment -- Unable to start common api
GenericLog GenericError 1 <date> (smimtsrv.cpp (1236) err=2097168 sys=0) SBL-SRM-00016: Unable to initialize the Database environment -- Unable to start common api
SmiLayerLog Error 1 <date> Terminate process due to unrecoverable error: 2097168. (Main Thread)


The issue can be reproduced at will with the following steps:
1. Stop Siebel services
2. Enable Oracle Transparent Data Encryption (TDE) at database level
3. Start Siebel services
4. Siebel Server service is failing to start

 Implementing Oracle Transparent Data Encryption (TDE) to encrypt sensitive application data on storage media completely transparent to the application.
