Siebel BI Publisher Reports Fail with "SBL-SVC-00155: No file has been attached to this record. Please attach a file" and "SBL-RPT-50592: Report Has Completed With An Error" When Setup In Heterogeneous Environments (Doc ID 3026173.1)

Symptoms

When attempting to generate BI Publisher reports from Siebel setup in a heterogeneous environment (Windows/Linux), the reports fail and the following error occurs.

ObjMgr*.log under $SIEBEL_ROOT/ses/siebsrvr/log (Windows) or $SIEBEL_ROOT/ses/siebsrvr/enterprises/enterprisename/servername/log directory (UNIX) from where reports are being run will show below error:

ObjMgrBusServiceLog FireEvent 5 000003bb66468f0d:0 2024-05-16 13:26:34 Business Service 'XMLP Report Menu Service' (223f670) referenced - reference counter = 3 IsCache: 0
ObjMgrBusCompLog Error 1 000003bb66468f0d:0 2024-05-16 13:26:34 (bcfile.cpp (1873)) SBL-SVC-00155: No file has been attached to this record. Please attach a file.
ObjMgrLog Error 1 000003bb66468f0d:0 2024-05-16 13:26:34 (swefrxmlprptoutputlist.cpp (188)) SBL-RPT-50592: Report has completed with an error.

FSMSrvr.log will show below error:

SBL-OMS-00107: Object manager error: ([0] Error occurred while opening file '<?>'.(SBL-UIF-00229)
FSMLog FSMError 1 000001e265ce387f:0 2024-02-15 12:25:15 FSM::createFile: Unable to open file /var/siebel/siebelfs/dev\att\S_XMLP_REPOUTPT_x-xxx_x-xxx.SAF


The issue can be reproduced at will with the following steps:

1. Setup Siebel BI Publisher report integration with XMLPReportServer, EAI and Object Manager using same authentication scheme.
2. Integrate Siebel with BI Publisher or Oracle Analytics Publisher (OAP)
3. Test the integration and see if report generation is successful
