RepositoryUpgrade Fails With SBL-DAT-00381 Error When Importing Workflow SIF file

Symptoms
When running RepositoryUpgrade, it failed with the following error:
Inserting object: Workflow Process 'Configurator Product Info Lookup: 0' or Project 'Cfg RTC'
Field is transcoded field 'Persistent Frequency.TransCode'
Field is transcoded field 'Persistent Level.TransCode'
Field is transcoded field 'State Management Type.TransCode'
Field is transcoded field 'Status.TransCode'
Field is transcoded field 'Workflow Mode.TransCode'
-> 3error setting 'Process Name' = 'Configurator Product Info Lookup' -- A record already exists that contains the same values as the record you created.
Make sure the field values are unique if you want to enter a new record.(SBL-DAT-00381)!
