Siebel AI is Not Coming Up with Error "java.lang.IllegalArgumentException: The main resource set specified [<AI HOME>\siebelwebroot\ToolsHelp] is not a directory or war file, or is not readable" in Catalina.<date>.log (Doc ID 3048680.1)

Symptoms

When attempting to rollback Siebel AI to 23.11 version from 24.8, the AI service (tomcat) is not coming up.

The following errors are found in the catalina.<date>.log:

The issue can be reproduced at will with the following steps:

1. Apply Siebel 24.8 on Siebel 23.11.
2. Perform a rollback of Siebel 24.8 to 23.11
3. Start the Siebel AI Service. 

Changes

Applied Siebel 24.8 on 23.11 and performed a rollback to 23.11.
