Siebel database upgrade upgrep and repository merge steps were successfully executed.

When running the fullpublish, it fails while publishing scripts as follows: The error can be found in the Siebel Tools\log\siebdev(nnn).log file.

SBL-SCR-00128: Script compilation failed at line 13 in procedure '(declarations)':Syntax error at Line 13 position 1:Invalid token

The issue can be reproduced by running the following steps:

1. Run Upgrade upgrep steps. Read how to execute the upgrade/IRM in Siebel Database Upgrade Guide for DB2 for z/OS > Performing the Siebel Incremental Repository Merge.
2. Execute the repository merge.
3. Resolve the conflicts.
4. Run fullpublish and it fails.
